About Us


The United States Contract Weather Observing Association, a 501(c](6]Non-Profit Organization, was founded and incorporated in late December 2016.

It was designed and organized by a few concerned and ambitious weather observers that were passionate about the importance their profession brings to aviation safety.  The Association members currently consist of several federally contracted weather companies, contract weather observers, and Airport Authorities and Agencies.

What we do

The main purpose and objective of the association is to be a vehicle of preservation for the FAA Contract Weather Observation Program and to promote weather education and proactive interaction with government leaders, lobbying groups, and the aviation community. We believe in preaching aviation weather safety with more accurate and timely weather observations.

Find

The Association also promotes more enhanced public understanding and awareness of the importance of accurate weather reports and what positive and effective impacts they have on air traffic and airport operations.

Educate

The Association advocates more precise and timely weather observations for maintaining excellence in aviation safety, subsequently leading to safer and more efficient airport operations.

Provide

Charles Starrett began his weather career in the United States Air Force in 1989.  He has over 30 years’ experience in weather forecasting operations and weather observing. 

Employ

Todd Skobjak has been working in the field of meteorology, mostly as a Weather Observer, since September 1995 (24 years), which was right after graduating with a BS in Meteorology from the State University of New York (SUNY) at Brockport.

CONGRESSIONAL OUTREACH

The Association’s main purpose and every member’s mission is to reach out to ALL members of the U.S. Congress to educate them about the importance and sustainability of this essential Federal Program and to emphasize the importance of timely, accurate and quality weather observations for the safety of flying public.

Services

The United States Contract Weather Observing Association is a non-profit 501(c)(6) organization that helps operate and support a strong lobbying effort in Washington, DC to help preserve our profession and works as an advocacy group for Contract Weather Observers and better Airport FAA Weather Observations. 
 

Our overall mission and goal is to do whatever it takes to preserve all the current Contract Weather Observing Stations.  We exist to and strive to educate the U.S. House and the U.S. Senate on the significance and impact our program has on aviation safety.  We are working diligently to enhance better public understanding of CWOs (Contract Weather Observers) and to fortify the entire Contract Weather Observing Program by bringing awareness of accurate, timely, and quality weather report impacts on air traffic and airport operations.

If you think it is important to have timely and accurate weather reports for the aviation and weather communities, then support us by engaging your Representatives and Senators from your state.  The USCWOA has provided a template letter here for anyone to use to engage their Congressional leaders about the importance of our program to aviation weather safety.
